From today calculate your own property tax in Kolkata
Kolkata Municipal Corporation (KMC)’s much awaited property tax assessment is all set to get rolling. The new unit-area based property tax regime for taxpayers will simplify matter to a great extent.
Under the new Unit Area Assessment (UAA) system, one can calculate his own quarterly tax liability based on parameters already made public by the KMC. The UAA will streamline KMC’s Assessment department by making the whole process of calculating property tax transparent.
Under the new UAA system, a property owner can assess his/her own property online and determine the amount of property tax payable using the instructions given in the KMC website.
Or else a property owner can visit the assessment-collection department of the KMC borough offices or e-governance centres of the civic body located across the city.
The city has been divided into seven zones depending on infrastructure, location etc. Property owners will be able to calculate the property tax and deposit the money. The General Revaluation (GR) will be done once in five years and if it is found that there is no addition or alteration or change in tenancy in case of tenanted premises, there will be 10 per cent rise in KMC’s tax structure.
The property tax of shops in malls will be calculated on the basis of the area it occupies. Also, the tax of marriage and ceremony houses will be calculated on the basis of the area and the location where they are situated.
চালু হল এলাকাভিত্তিক কর
এপ্রিল থেকেই চালু হয়ে যাচ্ছে এলাকাভিত্তিক কর ব্যবস্থা (ইউনিট এরিয়া অ্যাসেসমেন্ট)। বৃহস্পতিবার কলকাতা পুরসভার মাসিক অধিবেশনে নতুন এই সম্পত্তিকর আইন পাস হয়।
সম্পত্তিকর ব্যবস্থায় সরলীকরণ করতে নতুন এই আইন পাস করা হয়েছে। পুর এলাকায় বাড়ি বাড়ি সম্পত্তিকরের বিল পাঠানো হবে। নাগরিকদের সহযোগিতার জন্য প্রতিটি বরোয় হেল্প ডেস্ক খোলা থাকবে। অ্যাসেসমেন্ট দপ্তরের তিন পদস্থ আধিকারিকের দায়িত্বে থাকবে ১৬টি বরো। ওয়ার্ডে ওয়ার্ডে নতুন এই সম্পত্তিকর আইন নিয়ে প্রচার চালাবেন কাউন্সিলররা।
আবেদনপত্র পূরণ এবং এ সংক্রান্ত সাহায্যের জন্য প্রকিক্ষিত ৫–৬ জনকে নিয়ে তৈরি করা হয়েছে ‘আউটসোর্সিং টিম’। তাঁরা বাড়ি বাড়ি গিয়ে আবেদনপত্র পূরণে সাহায্য করবেন। তৈরি করা হয়েছে হার্ডশিপ রিমুভাল কমিটি। আইনি জটিলতা বা কোনও সমস্যা থাকলে, সমাধানের সাহায্য করবে এই কমিটি।
নাগরিক স্বার্থ এবং পুর ভাণ্ডারের কথা মাথায় রেখে সম্পত্তিকর আইনে সরলীকরণ করা হয়েছে। নতুন এই কর ব্যবস্থায় করদাতা নিজেই কর মূল্যায়ন করতে পারবেন। এরজন্য পুর এলাকাটিকে ২৯৩টি ব্লক এবং ৭টি বিভাগে ভাগ করা হয়েছে। সেই অনুযায়ী মূল্যায়ন করা হয়েছে। ব্লক ও বিভাগের ওপর ভিত্তি করে প্রতি বর্গফুটে বার্ষিক মূল্য, সম্পত্তির অবস্থান, বয়স, কাঠামো, বসবাসের ধরন ও ব্যবহার অনুযায়ী নির্ধারিত মূল্যমানের নিরিখে কর নির্ধারণ করা যাবে।
